I think he means ACTIVE RESTRAINTS --Meaning you have to manually buckle the belt. So yes, Canadian classified is what you want.
Here we have PASSIVE RESTRAINTS --Meaning you don`t have to do anything to get buckled in.

I guess I should have collected seat belts from junked cars ten years ago when they were still in the junkyards....

If anyone does harvest them from a Canadian car, make sure to take the associated trim parts peculiar to these belts.
