If you've got comprehensive insurance, which I think may be required in PA, then the company usually covers it. I've broken 3 windshields in the past year... two on the festiva from backroad rallycross (lol) and one on the EGT.
When I went to buy a new windshield for my last car, it was only going to cost me like $200 Canadian for one with the tinting and stuff of it, so it shouldn't be too much! P.S. where u live, I have a lot of friends now too that can get ya good deals.

The early celicas are pretty pimp-able. I have a friend at RPI who used to do work with the ATRAC celicas. There was some amazing stuff you could do to them. Absolutely awesome platform used in the ERC world rally.
You can't buy a car with a broken windshield and then get your insurance to get you a new one, that's insurance fraud. If you meant the old owner should do it before selling then nevermind
