I love hearing my VICS actuate when I start hitting past 3900rpm...

All my intake sounds are really loud because my intake is essentially a straight tube with no bends, and an RX-7 VAF and K&N FIPK filter. Its really loud, but it's awesome... like when I'm going around a hairpin near my house, I always take it at about 35mph instead of the "suggested" 5mph (heh) and feather the throttle and hear that wonderful "fwoop, fwoop" of the intake and then when I'm coming out of the turn, it's wonderful growl until I hit the 3900 area when my vics kicks in and it's a nice quiet "pschhhhhhh...."

If I had a nice boostin turbo and a greddy BOV I'd be like the escort orchestra :)

there's really no "how-to" needed with it. it's just a system on the car that is vacuum operated. VICS means Variable inertia charge system, all it is is what Matt said, the butterfly valves are closed until about 5000 rpm or so and vacuum pressure forces them to open to allow for higher top end air flow.
