That's a great car you've built. Congratulations!
The E85 near me was tested by some enthusiasts and found to be 65% ethanol.
The specifications are surprisingly loose, I believe that 85% ethanol is simply the upper limit.
I've heard for people who don't have a flex fuel sensor or a way of automatically adjusting the tune (modern Ford flex fuel vehicles infer the alcohol content), they just take a sample and test with a refractometer or other testing method to determine the level of ethanol in the fuel. One week's batch may not be the same as the next.

Someone I spoke with last week said he even got a batch of E90 from an E85 pump once, so who knows what it actually has in it.
