Sounds like a fail-safe thermostat, which is designed with the bypass valve to prevent your engine from overheating. In the event of thermostat failure, the bypass valve will stick open, allowing coolant flow.

You probably only need to purchase a new thermostat for at most $5.00 and install the new one. This should cure your cold-running problem.
