while pulling apart the front end to drop my tranny and do my clutch, I've decided a good portion of the suspension and steering components could use replacement, including the outer tie rods. I find there are tie rod ends for PS and for non-PS cars; I'm removing my PS, but I still need the PS components, right? it's length and interface with the rack, not a ratio matter, for the tie rods?

I'm completely sure that I know what you're asking, but...

The force (to execute any given turn) on the tie rod and tie rod end is irrespective of whether you have power steering or not. Granted, you can generate force more quickly with power steering. Anyway, I would assume that if power steering were an option (which it is not to my knowledge), the tie rods and tie rod ends would not need to be different parts.

Does that make any sense? Personally, whenever I look at our tie rods, I always think they look under-sized, but I've never bent one.
