This is how u do it for a ZX2 acording to zx2racing.com

Modifications - Disabling the Speed Govenor

D/R 1
Time 10 minutes
Tools Wire cutter
Supplies none
Cost none

The speed governor limits the maximum speed of the ZX2 to around 106 mph. There is at least one good reason for this: the stock tires (both 14s and 15s) are rated for a maximum speed of 120 mph. It would be dangerous to disable the speed governor without having better tires.

You must first remove the front cupholders by firmly pulling them up. Also remove the molding holding them. The computer is now exposed, with many wires coming from it. Find the white wire with a black stripe and cut it. Your "check engine" light on the dash will turn on. Connecting the wires will turn the "check engine" light off after or about 50 miles. Some have added a switch inline with the wire to disable the speed governor only on certain occasions.

This modification may not work with automatic transmissions and cruise control.

I´ve had my 2nd gen EGT at 116 mph in FOURTH gear. I had 5th gear to go, the highway was just way too curvy though. I´m pretty sure that 2nd gens aren´t rated to 98. If a car goes up to 120 on the speedo I´m sure it could make it there no problems, just give me a long straight road.

Man I´ve been missing out. I´ve never gone over 85 in my scort, I´m just to afraid of getting a ticket, and with no job right now to pay it off it just makes me drive slower. I was able to go "p" in my 87 scort though. Granted, it was going downhill but I still made it there. Someday I will put my scort to the max and see how well she´ll do, but who knows when that´ll be.

Maybe, before we all sit here and do 120 mph in a car thats supposed to top out at 98, we should all get Z rated tires so that if we hit 130+ they don´t blow out causing us to run off the road and flip several 100s of thousands of times. I don´t think any of us have put roll cages and 4 point harnesses with racing seats in our cars....so lets all just use our heads and be careful, please?? Don´t get me wrong, i´ve hit 116 but that was against my better judgement because I wanted to get home so I could go to bed...and hitting 116 would be the only way to keep myself awake long enough to get home in one piece.

2nd gen's dont have a speed limiter.. at least my 92 LX didnt.. when i was going to get a diablo chip for it they burned my whole ECU over to the coputer at the dyno shop to send it in for them to build a tune... the only thing that i had was a fuel cut.. set at 14,748RPM.... no i am not joking.. that was the factory setting...
