This is from AutoMeter's site concerning hooking a tach's signal wire to the Ford EDIS (Electronic Distributorless Ignition System) which you should have in your 99 scort.. if I'm thinking correctly.

Ford 2.3L, 3.0L, 3.8L, and 4.0L (through mid 90's, 95 & older usually) distributorless ignition
The green wire from the tach will usually connect to pin 12 on the DIS module, and it is usually a black wire with a yellow stripe. This is usually the IDM (ignition diagnostic monitor) or the EDM (engine diagnostic monitor). (2.3L is = 2 PPR; 3.0L, 3.8L, and 4.0L is = 3 PPR)
