EDIT
My problem is the parking brake will not release. i did the steps outlined in my shop manual reversing the car hitting the brakes ect. adjsted the adjusting nut that didnt work.

I got the bolt off and the resonator heat shield, now I see that the return spring is rusted to hell but not broke and the equalizer is loose, now i do not know if the equalizer is susposed to be loose when the parking brake is not on, so do i need a new equalizer and release spring??

Which rear brakes do you have - disc or drum? this makes a difference
Yeah those return levers get stuck when they´re old. I have the same problem. I tried to lube it up and stuff but it´s internel and you need new calipers maybe.

Thats what i concluded about 10 mintutes ago, the left rear does not work at all, and the right rear will not release with out me using the brakes. So I am not going to bother with it because i am only going to have the car for a few more months.
