Yes a tachometer is the round gauge that reads out the engine speed and says RPMx1000.

As far as your belt thing. I had the same thing happen with my accessories belts...I changed them and no more squeek. It really only happened when they were wet also. I'm fairly sure you can drive with them with no problems but I decided to change mine cause I got sick of hearing the squeaking.

I've felt my EGT w/ no power steering. 2458 lbs of a mass of metal and plastic rolling down the main road after my timing belt snapped and my engine died, I pulled across three lanes and rolled into a parking space at one of my companies competitors  when it happened.
I was used to no power steering...but on my 1808 lb Geo Metro. I had an extra 650 lbs of weight to turn. let me tell you it's not fun. I agree with Pimp, change it immediately.

On a side note...Tuesday I believe it was, one of my dads work trucks accessories belts was squeaking. So the old hot rodder I work with whipped out a can of trusty old WD 40 and started spraying it...suddenly we heard this crazy squealing and the belt actually popped off the runners. He had never seen that before, let alone me and my brother... My bro was like "uh...i think you can go ahead and turn it off now"
So he got to drive a 3000 lb + monster of a Dodge Caravan (fully loaded down) across the street. That couldn't have been fun at all.
