Hi folks! Question about the Parking Brake: Could someone give me some idea of how much it is supposed to hold? In other words, is it supposed to lock up the back wheels when pulled as hard as possible?
Mine absolutely won't do that. In fact, although my car passes Inspection here in NY, the Parking Brake will only barely hold the car, even on a very slight incline. Again, the car has passed Inspection for the past two years, with the PB working like this.

I've only had this 2002 Escort SE since November 2006, and I've only put about 4,000 miles on it (it's only got about 61,000 miles on it). At the time I bought it, the Dealer's Garage was working on this Parking Brake. Since then, I've had at least one other garage look at it, and they didn't find anything wrong with it. The problem is, that I'm afraid what would happen if the regular brakes failed me while I'm going down the road (or a hill). I'm pretty sure that the Parking Brake (emergency brake) would be just about useless.
So, does that explain my concern?
Is the Parking Brake supposed to lock up (or at least come close to doing so) the rear wheels?

If the back Brakes were partly worn out (maybe 25-50% worn out), could that account for the fact that the Parking Brake doesn't hold very well?

Yep, your parking brake linkage is frozen. That link has all the answers. I did the procedure when I had stuck parking brakes. I even got 3-4 better MPG's.
