    I have an 02.

The heater will not blow hot air, just cold. Acts like the AC is engaged no matter what I select because the fan on the radiator turns on high speed at any setting.

    Any ideas?

When the car has sat over-night check the coolant level in the radiator. The surge tank might look OK but the radiator could be low.

Coolent temp switch may have gone bad. The high pressure switch on the A/C might be reading high. Which would cause the fan to stay on high.

The resistor that governs the speed based on switch setting burns out frequently, they glow red hot on all but the fast setting. That's why the fast setting is all that's left when it goes out. They are inexpensive ($10-$15) and fairly easy to replace located in the fan housing under the glove box.

Still, that doesn't explain the A/C and no heat. In addition to the suggestions already made, the thermostat could be stuck open. You can tell by feeling the heater hoses with it warmed up and heater on, both should be hot.
