Not trying to just blatantly advertise here, but I thought I'd mention a company who employs a close friend of mine that's in a bit of a tight financial spot.
Digital Life Design being said company, focusing on low-cost website design. I know the whole staff (of three) personally, and can definitely vouch for their quality and skills. Not sure if anyone here's in the market for such service, but if it could even just be passed out amongst the intarweb through you guys I'd be muchos appreciative.
