If you don't want to weld in the patch there are products that will glue sheet metal together (also a 2 part product) and you can get them from auto paint suppliers. They work good and I use them sometimes when I am putting a new 1/4 on a car. It works nice around wheel openings and lower areas as it helps to prevent rust that you can get with welding (hot spots). It likes the surface to be roughed up with 24 grit on both panels (1/4" wide around all sides), brush glue on both parts, then put a bead on the car that will "squish" when you put in your patch. hold in place with tape and lety harden, then grind and fill with your choice of filler.
