So, I know these so called "performance" chips which all they actually do is trick the ecu into thinking the air coming in is a specific temp all the time. Well I have a 95 1.9 that I race and recentley the wires to the plug have broke off, and I was wondering if anyone knows what ohm resistor I could wire in to get the so called best performance??

fix it correctly, don't just put a resistor in line. It will end up hurting the car in the long run.

Ive heard from a Ford Mechanic himself to do this, Its only being raced on a circle track, and I'm looking for max performance.

the minimum intake temp the sensor sees is 65F - thats its baseline temp value - so, putting a potentiometer to regulate the electrical value will help bring that baseline value down a few degrees and tells the ecu to add a bit more fuel. you dont want to run pig rich, but adding a bit more fuel to this dumbed down motor will result in a small performance gain.
