I going to get some brake rotors and calipers.

1. is there any brands of rotors I should shy away from, or is the house brand rotors just as good?
2. If i get reloaded calipers, does it come with everyhing?
3. does it matter what kind of pads i get? there are organic, semimetalic, etc.
4. does it matter what kind of rotor i get? do the drilled ones do any better?

They are all Chinese, even the ones I got at NAPA. If they were going cheap out on any rotor design it would be the ones for bigger cars and trucks, not Escorts.

so basicly get any ol brand of rotor

there is a warehouse selling out and enitre stock of old rotors, some have surface rust, will that hurt?

Surface rust won't hurt. It will rub off the first time you push on the brakes.

I've never had any trouble finding a non-chinese rotor. Perhaps you should ask around or special order one.

Why? I've had my Chinese rotors on for years and they are as smooth as the day I put them on. Same with my dads ZX2 and those have been on for 5 years.
