alright im gonna tell you all whats happened, whats been changed and checked.

Ok today i start the car about 20 times. I deliver pizzas, well i wait for the pump to prime the system then start the car. Well i get off of work, go get some food, come back. Pull the car on to my ramps for an oilchange. Well i get in my car to start it and back it off the ramps. Just cranks and cranks. At first im like shyte that damn cutoff switch, well no switch isnt engaged and that problem is off the list (i think). Next i go to the pump it self, no power while cranking???? ok so it must be the relay. Well i check it and this is messed up, it starts making a whining noise. So i drive my moms sentra up to Auto zone, and buy a new fuel pump relay. Same problem. The pump gets power when the key is in the off position??? i have yet to figure that out. I have changed the relay, as said above, checked cutoff switch and checked connections on the pump it self, and it still wont start. It is not sending fuel i need help? and quick

Sounds like a bad ground. Check your grounds by the relays. And do not rule out the cutoff switch, they can still be at fault when they are not tripped. Try to work it a bit. Just tap it with a screw driver to set it off and then reset it a few times.
Another thing to check is the ground at the tank. Remove the back seat and it is right there beside the access pannel.
I have had a lot of escorts with the power line shorted to ground where it actually goes through the top plate of the fuel sender itself. To check just unpluge the harness, and check for resistance between the top of the sending unit and the positive wire. It should not even register. If it shows any amount at all it is starting to short out.
