for the most part, you're right. the larger the turbo, the longer it takes to spool up, and it's just that much longer until you get the power. but, when you do get it to spool, you go. generally, this doesn't come into effect in drag racing where the rpm's stay fairly high the entire time, it's just a PITA for daily driving, and makes the car a bit harder to launch from a stop, due to the fact that you have to rev higher to get into useable power (which is when nitrous is handy, just to get you moving from a stop and let the turbo take over)
