engine surges when raining or after it rains

I have a 1.9L that runs great when the weather is nice. Although engine surges when raining or after it rains. I can still drive it after a while it stops surging when engine warms up. Does anyone know what that could be?

Plug wires have been changed already, will check the ignition module

Where is the ignition module located?

I've also replaced those with the spark plug wires and spark plugs few months ago
