Assuming thats a 2nd gen LX escort, that is the outlet from the trans to the trans oil cooler in the radiator side tank. They slide a larger rubber tube over it to stop chafing as the engine rocks for-and-aft on acceleration.
Below it and to the right of it (as shown in the photo) is the return rubber hose from the oil cooler, going back into the transmission to the trans oil pump housing.

And when you have access to the two hoses connecting the trans cooler lines, also check the condition of the metal tubing that those hoses connect to. Those lines live along the bottom of the radiator, and can get rusty - till they leak fluid out. On my escorts I have had to repair those lines, either by getting new ones when they were last available, or by substituting longer rubber hoses for rusted sections of the metal tubing. The pressures in that oil cooler are not very high, and unless you were towing soething, the trans oil temps were not that high. 3/8" fuel hose worked fine.
