We need a little more info.
* What year is your Escort, is it a GT or an LX?
* Are you able to start the car with the shift lever anywhere Other Than in Park?
* If you are able to start the engine, does the car immediately try to move forward as if its in gear, even when you have it in neutral, reverse, or park?

Mine is a 2nd gen. Escort LX, I dont know how the shifters were laid out on the other Escorts.
If I look down at the top front of the tranny I would be able to see the end of the shifter cable (more or less under the top radiator hose), attached to an arm on a shaft sticking up out of the transmission.
Have someone inside the car move the shift lever, and see if the shifting arm moves properly. It has detents, so should visibly 'click' from position to postion as someone inside slowly moves the shift lever from Park to L. You would see the arm on the shifter shaft move from front to back.

The neutral safety switch on my 2nd gen. LX Escort is mounted on the shaft of the 'manual shift control'. It should prevent the car from starting unless the shifter shaft is in the position for Park or Neutral.
