While I am full of questions heres one more, my 95 gt did not come with with cruise control and I was considering adding it if its somewhat easy. I searched but no real good info could be found. Can I use stuff from 1.9 liter escorts as they are more common in junkyards and what all is needed to convert. Also I know controls are on steering wheel so Would I have to swap whole steering column?

Also I have an odd problem with my ac compressor. The motor I was told had been swapped in my escort when old one blew up and Iw as told ac did not work. So I investigated and saw the plug for compressor was not plugged in. Once plugged in I kicked on ac and compressor kicks on and off every 3-4 seconds consistenly. It makes car hesitate horribly while driving so I disconnected it. Any ideas where I should start looking?

As far as the cruise, you probably won't need to swap columns, but you will need to do some wiring work, unless you can pull it all from another escort. You will need the wheel cover(with buttons), slip ring, signal amplifier (no idea where located or what it looks like),wires to diaphragm, cruise vacuum diaphragm and the cable to the throttle body. I recently relocated my switches to the center console to allow for smaller aftermarket steering wheel.

The a/c cycling rapidly is usually a sign of low system pressure, usually associated with refrigerant leak. Bogging down the engine is normal to an extent, but if the compressor is going bad, it can be dragging causing need for more power to turn. I would take belt off and see how the compressor turns with hand, should give some resistance. Be sure you are turning the clutch too, not just the pulley. The easiest way to deal with it for the winter is to buy a belt for power steering alone, and eliminate the compressor for now.

so should i just replace the wheel with a cc wheel or the whole column? Also will a wheel from a regular escort with cc work then?

Best to find a car with cruise in the jy. Grab the wheel and the multifunction switch that is one the column. The amp is under the passenger side kick panel. Grab the solenoid and everything attached to it that is under the hood. Take the gas pedal and the vacuum dump valve along with its clip. If you can pull it you can reinstall it.
