a plugged orifice tube will cause this as well as too much oil in the system. there is no expansion valve on these cars and orifice tube cost like $3...
too much money, u can piece one or use a honda. look at the intake sticky on the top of this section

it says on a sticker that fan may come on at any time, but i've never seen mine running with the engine off
before putting another fuse disconnect the rear lights or something else u think might be the problem and see if it blows. if it doesnt keep plugging...

take measurements with a garden hose running on the condensor. maybe fan is not kicking on
high pressure means u put too much oil. system uses 7 oz if u flush it all, but compressor should come with 1.5 oz or so. also did u replace...
take off the egr valve and clean all that carbon build up on the intake manifold

could be that it has a cold solder joint if it looks black. only way to find out is remove the gel and see. i used rtv back on the places i removed...
